With the rapid development of the express delivery industry in our city in recent years, many problems have gradually emerged: limited express vehicles have caused difficulties on the road, face-to-face information leaking customer privacy, and continuous disputes over delivery methods...
On May 1, my country’s first administrative regulation specifically for the express delivery industry, the "Interim Regulations on Express Delivery" (hereinafter referred to as the "Regulations") will be formally implemented. In the future, what changes will the express delivery industry in our city usher in? Tao Guanzhong, Secretary of the Party Leadership Group and Director of Taizhou Post Administration Bureau, interpreted the key contents of the "Regulations".
Courier vehicles are restricted
For couriers, electric tricycles with flexibility and large cargo capacity are important means of transportation for the "last mile" delivery. However, individual express delivery vehicles disrupt the city order and violate traffic rules from time to time, which is not conducive to the advancement of civilized cities. Since there is no specific management method for electric tricycles, many communities have established "rules" to prohibit express vehicles from entering, which affects the operation of couriers. Lead to a reduction in delivery efficiency.
New regulations: express delivery service vehicles shall not be prohibited from passing in accordance with the law
The "Regulations" clearly stipulate that the public security, transportation and postal administration departments of the local people's governments at or above the county level shall strengthen coordination and cooperation, establish and improve the express transportation guarantee mechanism, and protect the rights of express service vehicles to pass and temporarily stop in accordance with the law, and express delivery services must not be prohibited. Vehicles pass in accordance with the law.
At the same time, enterprises, institutions, and residential community management units should, based on actual conditions, adopt methods such as signing contracts with companies operating express delivery services and setting up special places for express delivery and delivery to provide necessary convenience for the development of express delivery services.
Express employees shall abide by road traffic safety laws and regulations, and drive vehicles in a safe and civilized manner in accordance with operating specifications. If the express delivery personnel cause damage to others due to the performance of their work tasks, the express delivery business enterprise to which the express delivery personnel belongs shall bear tort liability in accordance with the relevant laws on civil tort liability.
The promotion of real-name system is effective
From June 1, 2016, real-name express delivery has become a national industry standard. Tao Guanzhong told reporters that in the actual implementation process, most users and courier companies are carefully cooperating, and there are also some senders who are unwilling to cooperate with couriers to check real-name information.
New regulations: express delivery without real-name registration, the courier has the right to refuse delivery
The "Regulations" stipulate that the sender should truthfully provide the following items when submitting an express: the sender's name, address, and contact number; the recipient's name (name), address, and contact number; the name, nature, and quantity of the items to be delivered.
At the same time, it is clarified that, in addition to letters and express mails sent by users who have signed a security agreement, companies operating express delivery services should check the identity of the sender and register the identity information, but shall not record other than name ( User identification information other than name), address, and contact phone number. If the sender refuses to provide the identity information or the identity information provided is false, the express delivery service enterprise shall not accept the delivery.
"In other words, if the sender does not provide real-name information in the future, the courier has the right to refuse the delivery."
